Why add this?
Obtaining Minecraft's most valuable gear requires minimal effort, with dedicated players achieving this within only 1 or 2 days on most vanilla servers.
Many servers have been forced to adopt arbitrary rules of "No Netherite until this date", but there should be a better way to progress without any of these rules, as it is impossible for any decently sized or public server to implement these rules.
Mod Content
This mod changes nether progression by requiring your first Netherite template to be crafted together (activated) with a Nether Star dropped from the Wither.

All further Netherite templates can be activated with the already activated one, and the activated templates can be duplicated.
As armor progression now requires killing the wither, the drop rate of wither skeletons skulls from the skeletons has increased from 2.5% to 15%, with each level of looting increasing the drop rate by a further 10% instead of 1%.
Progression Overview
Now in order to obtain the most valuable loot in the game, not only do you have to explore a Bastion, but also fight Wither Skeletons in a Nether Fortress, before fighting Minecraft's most overlooked boss.
