Makes spawners and trial spawners mineable (ONLY!) with a silk touch netherite pickaxe

Description
This data pack makes spawners and trial spawners obtainable only with silk touch.
Mining a spawner without silk touch will still yield xp.
Trial spawner mining speed unaffected.
Spawners do not drop their spawn eggs when mined.
Works well with my Craftable Spawn Eggs data pack
