Minespar is a land bared by stone, and forged under the bedrock layer, deep in the overworld. It is a mining dimension, a pocket of stone sandwiched between the nether & the overworld.
Simply, go here to mine!
By creating a portal of Mossy Cobblestone & sprinkling some Ashen Powder upon it, Minespar becomes accessible.
