How do you make the Desolat Portal? - You make the Desolat Portal by making a nether shaped portal with the Desolat Portal Block which is crafter with an emerald surounded by chiseled sandstone, then craft a totem of loneliness with gold ingots, emeralds and a heart of the sea, use JEI to see the shape.

Will TheDesolat get ported to newer versions? - no and yes, no the current TheDesolat wont get ported to newer versions, yes TheDesolat will get an overhaul which will be for 1.18/1.19
