Iris shaders makes the game compatible with Optifine resource packs and shaders, as well as optimizing performance with shaders, and starlight is a perfect mod with iris to completely rewrite the lighting engine to make it as fast as possible.
Notes
This modpack does not include any quality of life mods, and that's what makes it a blank canvas. You build upon the foundations provided to make it your own (or stick with vanilla like I usually do.) Some mods that I personally recommend to even further improve performance are ModernFix by embeddedt, More Culling by FX, and ImmediatelyFast by RaphiMC
