If you do not go to the Fallout Wasteland when you first load into a new world, you can craft a portal device to teleport you into it later (check JEI).
If you would like to gather some of the Wasteland's items without entering it, you can place down an Iron block down in a Village, a Villager should soon take up the mantle of Wastelander.
