If on single player I recommend using these commands in this order to increase performance:
/worldborder set 16000
/chunky world minecraft:overworld
/chunky worldborder
/chunky start
This will set world border and start to pre generate the over world.
If you want to pause/resume use these commands
/chunky pause
/chunky resume
