There are no server files because they aren't needed. Simply install Forge on your sever (check the required Forge version in your Curse launcher when you have the Quantus pack selected next to the Quantus logo) and copy the config, mods, and scripts folder to your server. Yes, it's that simple.
Modpack Overview:
The idea behind this modpack is to progress through eight different Eras to get you to dig deep into the various mods, because more advanced mods which could be used to automate simple tasks are not available yet.
You start in the Coal Era, establishing a solid foundation for what will come next. Focus on building a grand base, mining lots of resources, and exploring the Nether for a bit. Once you feel that you have accomplished enough, it is time to move on ...
... to the Iron Era. In this Era you focus on doubling your ore, making much better tools, and even having a bit of item transport via hopper ducts (not ducks, Grok; don't get excited). You also get more storage options in this age which will allow you to hoard all the things :)
Next you move on to the Magic Era, which focuses heavily on advancing through the different Magic mods. It is up to you to decide if you want to become a Druid or a Dark Mage. In this Era you will probably want to set up a few mob farms as well to help you with Blood Magic and EvilCraft.
When you are an experienced magic user, you can advance to the Steel Era. In this Era you start building your factories and fill them with your first power generation, ore processing, and manufacturing of mass products. This Era also opens up a variety of ways to transport your goods with Rails and gives you a few more magic options.
Once you enter the Tech Era, many new ways of farming, travelling, power generation, and various other automations become available to you. The mods in this Era are very large and offer tons of advancements.
In the Industrial Era, you'll want to focus on mass accumulation of materials to afford and maintain your space adventures in the final Era. The Industrial Era allows you to craft some of the most powerful machines, reactors, armor, and tools known to man.
Now you enter the Silicon Era where everything is focused on robotics, computer networks, quantum machines, and draconic upgrades. This is the time you will have access to everything left in the Overworld, giving you a chance to prepare your final steps before liftoff.
The last Era is the Space Era. Now it is time to explore the galaxy, take off to other planets and expand your empire into the universe.

How to advance in Eras:
The Eras are locked via Minetweaker scripts. In your Quantus modpack folder, there is a "scripts" folder that has all the different files with which the recipes are disabled.
All the files are ordered and name with the pattern: Era-Name-Mod
In order to advance from one Era to the next, you need to locate the scripts that start with the Era you are advancing from and delete them. So in order to advance from Coal to Iron, you need to delete the files starting with 1-coal ... from Iron to Magic you need to delete the files starting with 2-iron ... and so on.
Example how to advance from the Coal to the Iron Era in Single Player (if you play on a server, then only the server administrator needs to make these changes):
- Exit the Single Player game (or shut down the server if you are an admin)
- In the Curse launcher click on the Quantus instance.
- On the top right of the screen you see a small button labeled "...", click on that and select "Open Folder"
- Go in to the "scripts" folder
- Delete the files starting with "1-coal"
- 1-coal-hopperducts.zs
- 1-coal-ironchest.zs
- 1-coal-storagedrawers.zs
- 1-coal-tconstruct.zs
- 1-coal-tinker_io.zs
