Candle Backport is a mod that seeks to do one thing and one thing only: faithfully backport the new candles from 1.17 to 1.16 versions of Fabric. The functionality is 1:1: you can stack up to four candles in one space, dye them whatever color you please, light them, extinguish them, put them on cakes, and everything else you can do in the snapshots as of typing this. The code and assets are a direct port from the snapshots (with few amendments to make them actually work in 1.16, of course).
I have no plans to port to Forge simply because there are already mods that do this very same thing.
