a change to the garppling hook in critters and companions.
this changes the following:
gives the hook durability (150).
makes it attach to mob.
rounder swings with momentum.
relative shooting speed when using an elytra.
halved the pulling speed while using an elytra.
increased the max cutoff distance by 10 blocks.
now with new customizeable settings menu
