Overview
Make It Rain! is a client-side mod that adds rain particles and sound effects to all Overworld biomes that didn't have them, like deserts.
Since it only adds rain to Overworld biomes, it's fully compatible with dimension mods, and won't try to overwrite precipitation values for biomes from those mods.
Being client-side means that you don't need (and actually shouldn't) install this on a server. It also means that it's compatible with most servers.
Config
If you, for some reason, want to open up the possibility for this mod to override Biome.Precipitation.NONE in modded dimensions, there's a simple config file called make-it-rain.json, in which you can change registryKeyEnable from true to false.
With it set to false, whenever the game checks to see if it should render particles/sound in a biome, if that biome has no precipitation and is in a dimension that has skylight, it'll render as if it had rain.
There's no reason to do this if you're playing Vanilla Minecraft, for the only dimension with skylight is the Overworld.
