Mekanism: Empowered Unleashed

A conflict-free merge of Mekanism: Empowered and Mekanism Unleashed.
The two original mods patch the same Mekanism internals with incompatible
Mixin strategies; this mod unifies them into one (mod id:
mekanism_empowered_unleashed).

Features:

- Two-tier upgrade system: vanilla Speed/Energy upgrades with a configurable
  cap (8-32, default 16), plus Empowered Speed/Energy upgrades unlocked once
  the vanilla tier is maxed
- Multiple items per tick: machines faster than 1 tick per item keep scaling
  (Electric Pump, Digital Miner, Fluidic Plenisher, Formulaic Assemblicator)
- 6 new upgrade types: Empowered Speed, Empowered Energy, Fast Item Eject,
  Fast Item Insert, I/O Capacity, Auto Inserter
- Tiered Gauge Droppers with fully configurable rates and capacities
- Meka gear enchant toggle (inherited from Unleashed, off by default)
- All numbers configurable in config/mekanism_empowered_unleashed-general.toml

Requirements:

- Minecraft 1.21.1, NeoForge 21.1.x
- Mekanism 1.21.1 (10.7.19.x)
- KotlinForForge 5.12.0

Notes:

Based on Mekanism: Empowered (by Lapis256, MIT) and Mekanism Unleashed
(by WhitePhant0m, MIT). All features of both are included - do not install
this alongside either original.
