Dear god just get a premade city world

The Lost Cities is a world generation mod that comes so close yet so far. While it can generate cities, the cities lack any variety and will quickly become monotonous. There are no custom loot tables, so there is not much reason to fight any of the mobs when you investigate. It has lots of customization, but adding new buildings is a very large undertaking, and support for non square multichuck buildings also sucks.

Note: I have a fork of this mod, and it still sucks.
