One tool where three would be: a paxel mines everything a pickaxe, an axe and a shovel each mine, and strips, scrapes, waxes off, tills and douses as they do. It is made from the three tools, so it lasts as long as all three.

Description
Trivium adds a paxel: one tool that mines everything a pickaxe, an axe and a shovel each mine, and does on a right-click what all three of them do. It comes in the six vanilla materials — wood, stone, iron, gold, diamond and netherite — and each one digs every family at exactly the speed that family's own tool would.
What it mines
Everything in the pickaxe's, the axe's and the shovel's tables, and the hoe's as well: leaves, hay, sculk and moss come free. Blocks that other mods put into those same tables are covered too, without a line of code naming any mod.
What it does on a right-click
Stripping a log, scraping copper, removing wax, tilling farmland and dousing a campfire.
It tills, and it does not flatten a path. Those two answer the same click on the same blocks, both want room above, and nothing in the click tells them apart — so one of them had to go rather than sit behind the other. Farmland is worth more than a path, and a path is a shovel away.
Crafting
A pickaxe, an axe and a shovel of the same material, all three undamaged. A paxel is assembled rather than upgraded — there is no smithing recipe — and it carries all three tools' worth of durability. Breaking a block still costs one point, so the trade is even in blocks broken: what is gained is the inventory slot and never having to switch, not the mileage.
The hoe is a gift. It is not in the recipe, so it costs no fourth tool and lengthens nothing, but a paxel still reaches what a hoe reaches and tills what a hoe tills.
A wooden paxel burns in a furnace, for as long as the wooden pickaxe it was made from. Vanilla's fuel table names the wooden tools one at a time rather than reading a tag, so this had to be said rather than inherited.
Under it
What a paxel mines is data, not code. Since 1.20.5 a tool's reach lives in the Tool
data component as a list of rules over block tags, so a paxel is one component carrying a
mine-rule per family rather than a dispatch over tool types. The right-click behaviours
resolve through BlockState.getToolModifiedState, the hook the vanilla items call and
the one other mods override, so nothing is reimplemented there either. That is the whole
reason other mods' blocks are covered without per-mod code.
A paxel is in #pickaxes, #axes and #shovels. That is what makes efficiency,
fortune, silk touch, unbreaking and mending apply: every enchantment in 1.21 names an
item tag as what it may sit on, and vanilla builds its enchantable tags out of exactly
those three. Saying the true thing once — a paxel is all three — is also what lets a tag
added later reach the paxel without a change here.
