This is NOT a Create addon, the mod does not depend on it. It only fixes https://bugs.mojang.com/browse/MC-185901 . It's created for the purpose of solving specifically the big contraptions that players carry and render since many people ask for it for their contraptions, therefore the name "Create:", but it's not a Create mod addon.

It's a client-only mod. It makes playerdata be able to get to 10MB instead the vanilla 2MB

XLPackets 1.16, I ported that feature from that version of XLPackets. Unlike XLPackets, this mod is client side only.
